The A.B.C.'s of M.U.D.s
If you have recently moved into Cinco Ranch, you may not be familiar with the term, MUD. Cinco Ranch has 16 active MUDs (Municipal Utility Districts). Each MUD is a separate governmental agency, created by the Developer. Each MUD sells bonds to refund to the developer the infrastructure costs incurred while building the water and sewer systems. By state mandate, your annual MUD taxes can only be used to pay down on these bonds. The income received from your water bills each month is used to pay for your water, sewer and garbage pick up.
So, You Would Like to Serve on a MUD Board?
In Texas, a Developer brings the process of creating a MUD through the Texas Commission on Environment Quality (TCEQ). The TCEQ will continue to monitor and regulate the MUD throughout its existence. Each MUD has their own Board of Directors, with 5 members serving on a rotating four year term. Elections are held on the first Saturday in May in even years. Subject to certain qualifications, any qualified voter who either resides in the district, or a person who has taxable land in the district, may run for election. If you are interested in serving on your MUD Board, you should contact the law firm which represents your district (see below). To determine which MUD you reside in, check your water bill.
Water, Sewer, and Trash Contacts
While each MUD has its own Board of Directors, Severn Trent Services has trucks with the blue and green logo checking your storm drains or reading your water meter. If you have a problem with your water and/or storm sewers, contact Severn Trent at 281-578-4200. Individual MUD boards contract with waste management companies for their district to pick up trash within Cinco Ranch. Allied Waste Corporation can be reached at 713-937-9955 (Please note: Allied Waste only services North Lake Village Residents which have Cornerstone MUD as their MUD provider), Waste Corporation of America can be reached at 281-368-8397 and Republic Waste Services can be reached at 281-446-2030.
Your MUD's Board of Directors is responsible for making policies concerning your water, sewage and trash pick up. Should you have any questions or concerns, you can call Severn Trent, your waste management company or attend a Board meeting. PCMI (the Cinco Ranch Property Owners Association management company) has no jurisdiction over the MUD's.
Contact Your MUD
All MUD Board meetings are open to the public and Residents with questions or having an interest in serving as a Board member are encouraged to attend. Please check with the law office representing your district as to any change in location or time.
